I help governments, multilateral institutions, and donors build health systems that work — leading on programme evaluation and learning, innovative health financing, sustainable health system strengthening, policy engagement and development, stakeholder relationship management, and training and capacity building. Each of these has translated into measurable results: from turning around a stalled USD-million investment portfolio to securing national policy commitments and millions in co-financing for the communities that need it most.
I hold a Doctor of Medicine degree from Muhimbili University of Health and Allied Sciences in Tanzania, and a Master of Public Health from Dartmouth College in the US. I have published multiple articles in peer-reviewed journals and have contributed to multiple national and organizational policies.
Sustainable Health System Strengthening — I have significant expertise in strengthening primary and community health systems. From increasing access and demand to rolling out technology-enabled intervention at scale, my goal is to build resilient and responsive systems and empower the frontlines.
Innovative Health Financing — I have proven expertise managing government finance, multilateral finance, private sector finance, and Official Development Assistance, including results-based financing and direct facility financing in diverse contexts such as Tanzania and Papua New Guinea. I also support government planning processes and conduct budget and public expenditure analysis, and bring strong experience in impact, equity, value for money, and return on investment analyses. I care about making every dollar work harder for the people it's meant to reach.
Policy Engagement and Development — I shape policy at the national, regional and global level. I bring governments, donors, and civil society to the same table and drive toward outcomes, and I build the organizational capability that lets policy commitments actually translate into practice — designing training strategy for government partners and developing systems that let capacity outlast any single program cycle.
Resource mobilization — I have strong experience mobilizing resources both through co-financing of existing activities and financing of new activities. My experience working with multiple donors allows me to provide meaningful input to grant writing and applications.
Programme Management — I have successfully managed increasingly large high-risk complex multi-sectorial projects (USD 9.5 million – USD 26 million annual budget), including budget preparation and justification, monitoring expenditure and results, and incorporating fiduciary and risk management and adherence to financial and procurement requirements.
Community Engagement and Stakeholder Relationship Management & Advocacy — Every result above depended on relationships I built and managed deliberately, across communities, governments, multilateral agencies, the private sector, and civil society — and on advocacy that turned those relationships into action. I see this as core strategic infrastructure, not a soft skill.
